Responding to Oral Orders: 
Step 1: It is the first and foremost duty of the official who receives the oral order to reduce in writing  the text of oral orders as accurately as possible and place it in the correspondence side of the concerned file. 
Step 2: On the Note side, the text should again be reproduced in full and response to the orders should follow.  
Step 3: If the action could be performed within the powers of the receiver of the oral orders, and action is to be taken without loss of time, immediately after completion of the work, at the earliest opportunity the file should be put up to the authority who gave the oral orders for information. {GOI Instructions are to the effect that it is the responsibility of the officer who receives the oral orders to get it confirmed in writing from the authority who gave the oral orders.
